receives fees amounting to about £50 a year, and I, therefore, recommend that he should receive the second increment of the post, namely, a salary of £660 a year.

Mr. Tamer's appointment as Headmaster will render the post of Second Master vacant. The next senior Master is Mr. B. James whose service dates from the 3rd. February, 1902, but I regret that I am unable to re- -commend him for promotion as on more than one occasion he has given way to intemperate habits, though latterly there has been great improvement in this respect. The next two officers with practically the same length of service are Mr. R. E. 0. Bird and Mr. A. H. Crook. The former has been Head- -master of Ellis Kadoorie School since it was taken over by the Goverment on the 1st. January, 1915, and he does not desire a transfer from that post in which his work is very satisfactory. I therefore recommend the appointment of Mr. Crook, who was educated at Trinity College, Dublin, and who is a man of considerable ability. He would in the ordinary course draw a salary of £535 next October, and £550 in October, 1919, and I recommend, therefore, that as Second Master he should draw the first increment of the post, namely,.. a salary of £570.
These appointments should take effect

from the date of Mr. Dealy's retirement.
